Typical departments and functions supervised might include a combination of two or more of the following: structural repair and maintenance, electrical repair and maintenance and mechanical repair and maintenance.

Hiring Range: $66,726 – $92,227 Annually.  Starting salary is commensurate with experience and qualifications, typically falling between the minimum and the midpoint of the advertised range to maintain internal equity.

POSITION DESCRIPTION

CLASS TITLE:  City Facilities Manager

ACCOUNTABLE TO:  City Administrator

PRIMARY OBJECTIVE OF POSITION:  The purpose of this position is to manage, supervise and coordinate the activities and operations of all physical properties owned and operated by the City of Lamar, including providing professional and technical assistance to staff. Typical departments and functions supervised might include a combination of two or more of the following: structural repair and maintenance, electrical repair and maintenance and mechanical repair and maintenance.

ESSENTIAL FUNCTIONS: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Assume management responsibility for the operation and maintenance of buildings, structures, grounds, infrastructure, building access snow removal, security systems, fire suppression and detection systems, and elevators; analyze costs to replace or repair equipment, and make recommendations as appropriate.
  • Develop and administer the annual budget and follow the various budget activities throughout the year associated with the budget process. Participate in the forecasting of funds needed for staffing, equipment, materials and supplies. Serve as the liaison for the City Facilities operations with other divisions, departments and other stakeholders; and negotiate and resolve sensitive citizen inquiries and complaints.
  • Maintain current technical knowledge on mandated regulatory requirements for Facilities operations; ensure compliance with all government, industry and City standards. Select, train, motivate and manage City Facilities personnel. Coordinate staff training, work with employees to correct deficiencies and implement discipline and termination procedures.

PHYSICAL DEMANDSPosition requires moderate physical involvement; for the most part is a sedentary position which involves sitting most of the time, but also involves walking or standing for brief periods of time; primary responsibilities for this position will take place either in a standard office environment or on assigned construction/development sites.  Work involves exposure to noise, dust, undesirable weather conditions and potentially unsafe conditions.  Proper safety equipment should be used where undesirable physical conditions and hazards exists, to prevent injury.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • Must be able to occasionally lift and carry 40 pounds and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Must be able to see in low or bright lights and distinguish between colors.
  • Must be able to hear clearly, speak clearly and write clearly.
  • Ability to read, understand, and interpret written material and reports.
  • Constant usage of fingers and both hands.
  • Works involves sitting or standing 60% of the time and walking and standing while performing various tasks 20% of the time.
  • Occasionally stoops, kneels, crouches, bends, climbs, including reaching overhead.
  • Possesses hand/eye/foot coordination adequate to operate office equipment including a computer keyboard and operating a vehicle.
  • Ability to talk and hear in person and by telephone.
  • Ability to meet intense time demands while executing events.

SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS: Supervises maintenance and custodial teams.

EDUCATION, TRAINING, AND EXPERIENCE REQUIREMENTS:  High school diploma or equivalent and five years of experience, including two years of supervisory experience, in facilities management; OR an equivalent combination of education, training and experience. 

LICENSE AND CERTIFICATION REQUIREMENTSPossession of a valid Colorado Driver’s license.

  • Customer Service: Work effectively with internal and external customers to satisfy service/product expectations.
  • Accountability and Dependability: Demonstrate responsible personal and professional conduct, and contribute to the overall goals and objectives of the City of Lamar. Work in an environment with minimal supervision and complete tasks in reasonable time frames. Use discretion, confidentiality and good judgment. Be detail-oriented with excellent organization skills.
  • Job Knowledge: Possess job-specific knowledge necessary to perform the appropriate quantity and quality of work in a timely and efficient manner. Seek high level of knowledge of City policy and procedures. Complete ongoing professional development to maintain proficiency. Complete any necessary training needed to accomplish the job independently, including City of Lamar livestream software, downtown speaker, and PA systems. Maintain proficiency in Adobe Creative Suite/Photoshop or similar graphic design and web editing software and Microsoft Office products; Photo design and use of digital cameras; Social media platforms and messaging. Maintain and apply working knowledge of modern office practices, continually upgrading knowledge; communicate in same manner.
