This position oversees program development, implementation, and evaluation; supervises recreation staff and volunteers; and manages sports and athletics, youth activities, adult and senior programs, aquatics programs, and select community special events. The Recreation Supervisor provides exemplary customer service to staff and citizens and typically works Monday through Friday, with evenings and weekends as required to meet operational needs.

Hiring Range: $50,856 to $60,445.

POSITION DESCRIPTION

CLASS TITLERecreation Supervisor

PRIMARY OBJECTIVE OF POSITION:  Under the general direction of the Parks, Recreation and Cemeteries Director, the Recreation Supervisor plans, organizes, and administers the City’s general recreation and aquatics programs. This position oversees program development, implementation, and evaluation; supervises recreation staff and volunteers; and manages sports and athletics, youth activities, adult and senior programs, aquatics programs, and select community special events. The Recreation Supervisor provides exemplary customer service to staff and citizens and typically works Monday through Friday, with evenings and weekends as required to meet operational needs.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include the following representative duties. Essential duties and responsibilities may include, but are not limited to, the following:

MAJOR AREAS OF ACCOUNTABILITY AND PERFORMANCE:

  • Plans, promotes, organizes, and administers youth, adult, and senior recreation programs, athletics, aquatics programs, and special events. Performs program planning; contact with the employees and public is frequent; hours of work may vary and the position requires flexibility.
  • Conducts research to identify recreation programs of value and interest to the community.  Researches schedules and calendars to identify potential conflicts; makes contacts to secure facility use and creates facility use forms.
  • Evaluates program effectiveness and viability; recommends new programs or modifications to meet community needs.
  • Conducts periodic needs assessments and program evaluations; gathers feedback from staff, participants, and community partners.
  • Develops program manuals, guidelines, safety policies, administrative policies, and Emergency Action Plans for recreation events.
  • Attends programs and events to evaluate effectiveness, efficiency, and customer satisfaction.
  • Produces and distributes marketing materials, including advance, ongoing and post-activity news for programs; distributes registration fliers; updates the web site with current information; utilizes various social media to promote upcoming events;
  • Forms teams and assigns volunteer coaches; meets with coaches to discuss rule changes; assign practice times and an overview of the programs; develops and distributes schedules; hires and orients officials;
  • Inventories, researches and purchases program activity equipment and supplies; orders uniforms; orders equipment for each program; collects and inspects equipment to determine needed replacements or repairs;
  • Develops program manuals; collects results sheets; receives feedback from supervisors; makes adjustments;
  • Recruits, trains, schedules, and supervises part-time and/or contracted employees and volunteer workers; oversees the work of program supervisors;
  • Attends programs to evaluate their effectiveness and efficiency; evaluates programs at their completion to determine improvements or enhancements; meets with other staff to gather additional feedback.
  • Exercises discretion if supervisor is not available for advice.
  • Prepares various reports; prepares operating statements, bids, budget proposals for department.
  • Works with restricted information; maintains absolute confidentiality of work-related issues and City information.
  • Uses clerical supplies and equipment; operates personal computer with various software applications.
  • Supports the relationship between the City of Lamar and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; ability to interact with different age and interest groups from a position of responsibility. 
  • Attends monthly Recreation Advisory Board meetings.
  • Performs other duties as assigned.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Sports, Athletics & Special Events Coordination & Program Planning, Development & Evaluation

  • Plans, develops, implements, and evaluates youth, adult, and senior recreation programs, athletics, aquatics programs, camps, leagues, tournaments, and community special events.
  • Conducts ongoing needs assessments and program evaluations through research, community surveys, participation data, and stakeholder feedback; recommends new programs or modifications to meet community needs.
  • Develops and implements recreation guidelines, safety policies and procedures, administrative policies, and Emergency Action Plans for recreation programs and events.

Sports, Athletics & Special Events Operations

  • Oversees youth and adult leagues, camps, tournaments, and special events, including but not limited to basketball, football, soccer, volleyball, wrestling, swimming lessons, camps, races, tournaments, and seasonal community events.
  • Forms teams, assigns volunteer coaches, and hires or contracts officials; supervises, schedules, and evaluates contracted staff, supervisors, and officials.
  • Meets with coaches and officials to communicate rules, expectations, schedules, and program objectives.
  • Develops, coordinates, and distributes practice schedules, game schedules, standings, and program information.
  • Develop and implement recreation guidelines, safety policies and procedures, administrative policies and Emergency Action Plans during recreation events.
  • Supervise, schedule, and evaluate the work of all leagues and programs contracted staff and supervisors, including officials.
  • Monitor and oversee youth and adult league programs and camps in recreation.  Programs may include but are not limited to:
    • Youth Basketball (January)
    • Youth Flag and Tackle Football (August)
    • Adult Co-ed Kickball (September)
    • Youth Soccer (Fall and Spring)
    • Youth and Co-ed Volleyball (Fall and Winter)
    • Youth Wrestling (March)
    • Polar Bear Ride/Run/Walk (Jan. 1), Gymnastics Camp (June), Swimming Lessons (June, July), Football Camp (June), Golf Camp (June), Cross Country Camp (June), Windmill Tournament (July), Tinman Triathlon (August), Youth Basketball Camp, and other duties as assigned. 

Facilities, Scheduling & Coordination

  • Coordinates facility usage, practice times, games, and events to minimize conflicts and ensure efficient use of City facilities.
  • Works with the Parks and Recreation Director to establish schedules and oversee facility usage.
  • Supervises and oversees recreation program operations, activities, facilities coordination, and community events; recommends operational improvements or modifications.
  • Develop and expand outdoor recreation program opportunities.
  • Conducts research to identify programs of value and interest to the community; evaluates program effectiveness and viability; makes recommendations on new programs or modifications of existing programs to meet community needs.
  • Supervises and oversees the effectiveness of the recreation program operations, activities, facilities maintenance, and community events and recommends improvements or modifications; oversees and coordinates scheduling of activities, games, and events.
  • Develops, monitors, and tracks sponsorships and partner opportunities; develops sponsorship proposals; maintains contacts and negotiates with vendors.
  • Evaluates community recreation needs and interests; prepares community surveys; analyzes data and recommends new recreation programs or improvements to meet community needs.
  • Develops, supervises, and evaluates volunteer programs; assesses needs and develops and implements volunteer training programs for recreation program services; maintains volunteer records and statistical data; develops and maintains volunteer manuals; develops and implements special volunteer activities.
  • Work with community interest groups such as the Lamar School District, Lamar Public Library, and other organizations.
  • Conduct periodic need assessment of programs as well as evaluations of existing programs.
  • Ensure program information for departmental website and activity guide. Ensure all information is shared within proper channels.  
  • Administer budgets for recreation programs
    • Recommend fees and charges for programs
    • Ensure the collection of fees, record keeping, reports and schedules
    • Input program information into recreation management software system
  • Work with Parks and Recreation Director to set and oversee schedule and facility usage.
  • Maintain knowledge of trends within recreation by attending conferences and training classes.
  • Act as a generalist within the department.  This includes but is not limited to:
    • Assist other departmental and City staff with events and activities.
    • Respond to the public and other City staff with information about programs and services provided by the department
    • May be required to act as a lifeguard or water safety instructor when needed
    • Foster teamwork amongst full and part time staff, contracted employees, volunteers.
    • Forms teams, assigns volunteer coaches, and hires or contracts officials.
    • Meets with coaches and officials to review rules, expectations, and schedules.
    •  Develops and distributes practice schedules, game schedules, standings, and program information.
    • Coordinates facility usage, practice times, games, and events to minimize conflicts.

 Supervision & Staffing

  • Recruits, trains, schedules, supervises, and evaluates:
    • Activity Supervisors
    • Seasonal and part-time employees
    • Contracted staff and officials
    • Program volunteers
  • Oversees volunteer programs, including recruitment, training, supervision, recordkeeping, and recognition
  • Fosters teamwork among full-time, part-time, seasonal staff, contracted employees, and volunteers.
  • Exercises independent judgment and discretion when the Director is unavailable.

Marketing, Promotion & Public Relations

  • Produces and distributes marketing materials for programs and events, including flyers, schedules, and announcements.
  • Updates recreation management software with current program information.
  • Utilizes social media and other communication channels to promote programs and events.
  • Supports positive relationships between the City of Lamar and the public through courteous, professional interactions.
  • Provides program information to Marketing Coordinator for the departmental webpages, activity guides, and other communication channels.
  • Develops, monitors, and tracks sponsorships and partnership opportunities; prepares sponsorship proposals and negotiates with vendors and partners.

Financial & Resource Management

  • Prepares, administers, and monitors annual operating budgets for recreation programs; tracks expenditures and revenues and adjusts operations as needed to remain within budget.
  • Prepares operating statements, budget proposals, and bid documentation.
  • Ensures proper collection of fees, recordkeeping, reporting, and scheduling.
  • Maintains accurate program records, reports, contracts, and data.
  • Works with restricted and confidential information in accordance with City policies.
  • Recommends program fees and charges; ensures proper collection of fees, recordkeeping, reporting, and scheduling.
  • Administers program budgets within recreation management software and maintains accurate financial and participation records. 

Equipment & Resource Management

  • Inventories, researches, and purchases program equipment, uniforms, and supplies.
  • Collects, inspects, and evaluates equipment for repair or replacement needs.
  • Ensures equipment is maintained and available for program operations.

Department & Community Support

  • Attends monthly Recreation Advisory Board meetings.
  • Assists with department-wide events, initiatives, and interdepartmental projects.
  • Responds to public and City staff inquiries regarding recreation programs and services.
  • Acts as a generalist within the department as operational needs require.
  • Maintains knowledge of recreation trends by attending conferences, workshops, and training sessions.
  • May serve as a lifeguard or water safety instructor when needed and properly certified.

    SUPERVISION – RESPONSIBILITY FOR WORK OF OTHERS: Oversees activity supervisors, seasonal and part-time employees, contracted staff, officials, and program volunteers.

    EDUCATION, TRAINING AND EXPERIENCE

    • Three years of experience in physical education, sports and recreation management, or a closely related field, including at least one year of supervisory experience.
    • Equivalent combinations of education and experience that meet the minimum requirements may be considered.

    Preferred: Bachelor’s degree in physical education, sports and recreation management, or a closely related field.

    LICENSES AND CERTIFICATIONS

    • Valid Colorado Driver’s License required; must meet City insurance eligibility requirements
    • CPR/AED/First Aid certification required or ability to obtain within three months of hire
    • Must be at least 21 years of age
    • Willing to obtain (CPRP) Certified Park and Recreation Professional within 2 years.

    PHYSICAL DEMANDSPosition requires moderate physical involvement; for the most part is a sedentary position which involves sitting most of the time, but also involves walking or standing for brief periods of time; primary responsibilities for this position will take place either in a standard office environment or on assigned construction/development sites.  Work involves exposure to noise, dust, undesirable weather conditions and potentially unsafe conditions.  Proper safety equipment should be used where undesirable physical conditions and hazards exists, to prevent injury.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

    • Must be able to occasionally lift and carry 50 pounds and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
    • Must be able to see in low or bright lights and distinguish between colors.
    • Ability to see adequately to drive City vehicle.
    • Must be able to hear clearly, speak clearly and write clearly.
    • Ability to write and prepare reports.
    • Ability to read, understand, and interpret written material and reports.
    • Ability to perform basic math skills such as adding, subtracting, multiplication and division.
    • Constant usage of fingers and both hands.
    • Knowledge and ability to operate and maintained department equipment.
    • Works involves sitting or standing 60% of the time and walking and standing while performing various tasks 20% of the time.
    • Occasionally stoops, kneels, crouches, bends, crawls and, climbs.

    • Recreational, cultural, age-specific, and social needs of the community.
    • Recreation site management and oversight.
